storage tanks with over-temperature, over-pressure and over-liquid level and to
change the storage medium at will.
This article mainly stipulates the
management requirements for the use of oil and gas storage tanks. The storage
medium, storage temperature, pressure, and liquid level of oil and gas storage
tanks must meet the design process conditions and process control indicators.
These indicators beyond the control range will bring safety risks such as
leakage, fire, and explosion.
The storage tank is designed according to a
certain storage medium in the design stage. The design considerations are
limited to the physical and chemical properties of the medium and the storage
and transportation process requirements. If the storage medium is to be
changed, the design conditions of the established storage tank must be
considered whether it meets the storage requirements of the medium to ensure
the safe operation of the storage tank. Random changes to storage media or
storage tank usage may bring safety hazards and cause accidents.
Typical accident case: On March 31, 1984,
an explosion accident occurred in an oil tank of a petrochemical plant in
Baoding City, Hebei Province, causing 16 deaths and 6 serious injuries. The
main cause of the accident was the illegal importation of residual oil
(formerly a boiler fuel tank). The oil temperature is too high, and a large
amount of mash gas mixes with the air in the tank to form explosive gas, which will
cause an explosion when encountering sparks.
